• - 1.1. This Policy establishes Namibia's framework for service provisioning in safety and security regulatory oversight across all aviation stakeholders. This includes clearly defining the responsibilities and accountabilities of the Namibia Civil Aviation Authority (NCAA for licensing and certification of bodies regulated under the Namibia Civil Aviation Regulations (NAMCARS).
• - 1.2. The policy aims to ensure that the NCAA executes its mandate efficiently and effectively to the required accountability standards, preserving the standards of aviation safety and security while contributing to a thriving, responsive, safe, secure, and sustainable aviation sector.

2.1. The NCAA, as the juristic person established under the Civil Aviation Act, 2016 (Act No. 6 of 2016), is responsible for the regulation, oversight, and promotion of aviation safety and security in Namibia.
