Namibia Hosts ICAO ESAF Workshop on the 8th Edition of the Global Air Navigation Plan and ASBU Implementation Monitoring

The Namibia Civil Aviation Authority (NCAA) will host the ICAO Eastern and Southern African (ESAF) Regional Workshop on the 8th Edition of the Global Air Navigation Plan (GANP) and the Status of Implementation of Aviation System Block Upgrade (ASBU) Modules from 16 to 18 June 2026 in Windhoek.

The workshop will bring together aviation experts and representatives from ESAF Member States to strengthen regional coordination in air navigation planning and support the effective implementation of ICAO's global aviation initiatives.

Global Air Navigation Plan (GANP)

The Global Air Navigation Plan (GANP) is ICAO's strategic framework for the transformation and harmonization of air navigation systems worldwide. Endorsed by the 42nd Session of the ICAO Assembly, the 8th Edition of the GANP provides updated guidance to assist States and Regions in aligning their Air Navigation Plans with global aviation priorities and performance objectives.

The GANP supports the development of a safe, efficient, sustainable, and interoperable air navigation system capable of meeting current and future aviation demands.

Aviation System Block Upgrades (ASBU)

The Aviation System Block Upgrades (ASBU) framework is a key component of the GANP. It provides a structured approach for States to implement operational improvements and technological advancements across critical aviation domains, including:

  • Aeronautical Information Management (AIM)
  • Aerodrome Operations (AOP)
  • Air Traffic Management (ATM)
  • Communication, Navigation and Surveillance (CNS)
  • Meteorology (MET)
  • Search and Rescue (SAR)

 

To support implementation monitoring, ICAO ESAF has developed an interactive ASBU Implementation Dashboard available through the iSTARS4 platform, enabling States to record, track, and report progress on ASBU implementation.

Objectives of the Workshop

The workshop aims to familiarize participants with the latest edition of the GANP and provide practical guidance on reviewing and updating the status of ASBU implementation within their respective States. It will also enhance participants' understanding of the ESAF ASBU Dashboard and promote consistent reporting across the Region.

The event provides an important platform for Member States to exchange experiences, address implementation challenges, and strengthen regional collaboration in achieving harmonized air navigation objectives.
